Pamplona will on 6 May become the\u00a0epicentre\u00a0of Spain\u2019s debate on Artificial Intelligence with the National AI Congress, a meeting that will bring together leading voices from across the country to examine how technology can be placed at the service of people and society.\u00a0<\/strong><\/p>\n

Within the framework of the Navarra Digital Strategy 2030, the Government of Navarra is advancing in the responsible uptake of Artificial Intelligence in public services and in the productive fabric, with the dual aim of improving citizens\u2019 lives and boosting competitiveness.<\/span>\u00a0<\/span><\/p>\n

Among other developments, virtual assistants and chatbots are being used to facilitate procedures such as requesting certificates or arranging appointments; pilots are being deployed to streamline back\u2011office processes; and training actions are being expanded so that both public employees and companies can acquire the skills needed to use AI tools sensibly and with guarantees.<\/span>\u00a0<\/span><\/p>\n

First Vice\u2011President and Minister for the Presidency and Equality, F\u00e9lix Taberna, presented the main conclusions of the Government\u2019s strategic monitoring of the AI landscape, together with the Director\u2011General for Digital Transformation, Rub\u00e9n Auza, and NAIR Center\u2019s Managing Director, Gorka Garc\u00eda.<\/span>\u00a0<\/span><\/p>\n

Navarra thus moves forward in its process of\u00a0analysing\u00a0how AI can be used to improve public services and the economy,\u00a0identifying\u00a0opportunities and guardrails so that innovation,\u00a0rights\u00a0and trust go hand in hand and so that new technological possibilities translate into concrete spaces for action and implementation.<\/span>\u00a0<\/span><\/p>\n

At the press conference, Vice\u2011President Taberna announced the holding of the National AI Congress under the banner \u201cTechnology at the service of people\u201d,\u00a0an event promoted jointly by the Government of Navarra and NAIR Center and open to institutions, companies, the third sector and citizens.<\/span>\u00a0<\/span><\/p>\n

Details of the study presented today\u00a0<\/strong><\/p>\n

The document presented is the result of strategic monitoring of regulatory,\u00a0technological\u00a0and social developments in AI in Spain and Europe, with particular attention to critical aspects that can serve as a reference for Navarra.<\/span>\u00a0<\/span><\/p>\n

One of the strands is specifically focused on the public sector in Navarra and has been carried out in collaboration with the Public University of Navarra (UPNA) and the National University of Distance Education (UNED).<\/span>\u00a0<\/span><\/p>\n

In addition, a survey was conducted by the Official College of Sociology and Political Science of Navarra to gauge people\u2019s\u00a0perceptions\u00a0and level of familiarity with AI tools, as well as their expectations and concerns. More than half of those surveyed had already tried some form of AI in their everyday lives and, in many cases, had done so in a\u00a0largely self\u2011taught\u00a0manner (six out of ten respondents).<\/span>\u00a0<\/span><\/p>\n

The study also compiles technological trends in language models, computer vision and robotics; maps the regulatory context in Spain and the European Union (with emphasis on the EU AI Act); and reviews the opportunities and risks that\u00a0organisations\u00a0identify when adopting AI\u2014ranging from gains in efficiency and quality to questions of transparency, bias, accountability and environmental impact.<\/span>\u00a0<\/span><\/p>\n

With respect to companies, the Government highlighted initiatives aimed at accelerating digital transformation through Navarra\u2019s Digital Innovation Hub (IRIS) and through specific support for testing and adopting AI solutions. These actions\u00a0facilitate\u00a0access to expert advice, test\u2011before\u2011invest\u00a0facilities\u00a0and\u00a0training for\u00a0professionals in the region.<\/span>\u00a0<\/span><\/p>\n

In October\u00a02024\u00a0the Government launched, via the Department for Universities, Innovation and Digital Transformation, a call to support projects for the integration of AI in SMEs and industrial value chains. The aim is to reduce barriers to entry and to ensure that companies can trial and implement AI in concrete processes where there is a clear return in quality,\u00a0productivity\u00a0or safety.<\/span>\u00a0<\/span><\/p>\n

In terms of training, the Navarra Public Employment Service \u2013 Nafar\u00a0Lansare\u00a0has broadened its offer with\u00a0specialised\u00a0modules on the practical use of AI tools\u2014such as ChatGPT, Gemini or Copilot\u2014in professional contexts, all with the goal of improving productivity while making responsible use of the technology.<\/span>\u00a0<\/span><\/p>\n

Also in April 2024, the Department for Universities, Innovation and Digital Transformation launched a public consultation to\u00a0identify\u00a0needs and opportunities for AI in the territory through a platform\u00a0assisted\u00a0by AI that allowed\u00a0organisations\u00a0to\u00a0submit\u00a0proposals and to comment on each other\u2019s contributions.<\/span>\u00a0<\/span><\/p>\n

At the UPNA, in October 2024, and together with Universidad Carlos III de Madrid, the first intake of the University Master\u2019s in Machine Learning began, strengthening the region\u2019s training ecosystem in advanced AI.<\/span>\u00a0<\/span><\/p>\n

National AI Congress in Pamplona on 6 May\u00a0<\/strong><\/p>\n

The National Congress on Artificial Intelligence,\u00a0organised\u00a0by the Government of Navarra and NAIR Center, will bring together specialists to examine how to guarantee that the deployment of AI protects rights and contributes to a fairer and more inclusive society.<\/span>\u00a0<\/span><\/p>\n

With this initiative, Navarra\u00a0seeks\u00a0to foster a conversation that regards technology not as an end\u00a0in\u00a0itself, but as a tool to improve people\u2019s lives, to\u00a0modernise\u00a0public\u00a0services\u00a0and to strengthen social cohesion.<\/span>\u00a0<\/span><\/p>\n

The event will be attended by the First Vice\u2011President and Minister for the Presidency and Equality, F\u00e9lix Taberna; the Regional Minister for Universities, Innovation and Digital Transformation, Juan Luis Garc\u00eda; and NAIR Center\u2019s Managing Director, Gorka Garc\u00eda.<\/span>\u00a0<\/span><\/p>\n

The morning\u00a0programme\u00a0will feature a keynote address by Alfonso Lara (European Social Network) and round tables with experts such as Mercedes Siles Molina, Ulises Cort\u00e9s, Pilar Le\u00f3n Sanz, Margarita Castilla Barea and Jaime Garc\u00eda Cantero, Director of Retina at PRISA Media, among others.<\/span>\u00a0<\/span><\/p>\n

In the\u00a0afternoon\u00a0the Congress will resume with a hands\u2011on panel on real\u2011world AI use cases bringing together Alicia\u00a0As\u00edn\u00a0(Libelium), Mar Pereira (Xunta\u00a0de Galicia) and Marisol G\u00f3mez (Professor of Algebra and Scientific Director of NAIR Center), among others.<\/span>\u00a0<\/span><\/p>\n
